Paul Turner, P.Eng, PMP
President & CEO, ICxA
Paul brings over 25 years of expertise in aerospace, power, and water treatment industries, responsible for delivering $5B+ projects. As the founder of ICxA, Paul has championed Outcome-First Leadership, transforming the way projects are planned, executed, and delivered. He is passionate about developing the next generation of outcome leaders through mentorship programs, education, and advocacy for Outcome Assurance as a strategic leadership function.

David Tain, MSc., P.Eng., PMP
Vice President, Latin America & Mediterranean Region
David is a seasoned project leader focused on turning project completion into operational confidence. With end-to-end experience from engineering through start-up and operations, he advises on Operational Readiness for onshore and offshore assets.
He excels at integrating teams, managing scope, risk, and budgets, and translating strategy into results, driving value through safety, cost discipline, and high-performance execution.
Mike Kilburn, PMP®, CxPM
Vice President, North America
Mike is a collaborative, people-focused leader who excels at connecting individuals and ideas to solve complex challenges. With a strong ability to navigate dynamic environments, he operates effectively at the intersection of strategy, relationships, and execution. He has a proven track record of building networks, leading diverse teams, and delivering innovative, results-driven solutions. Driven by a passion for creating value and empowering others, he believes in the power of collaboration and communication to unlock potential and achieve meaningful outcomes.
Chris Dunlop
Vice President - Asia Pacific
Chris brings over 40 years of global Oil & Gas experience, having held senior leadership and director roles across both operator and contractor organizations. His career spans major companies, including ExxonMobil, Shell, Esso, and Amec Foster Wheeler, with assignments across Australia, Norway, the U.K., Singapore, Malaysia, Korea, Spain, Italy, and Canada.
He has extensive expertise in both onshore and offshore (fixed and floating) facilities, covering the full project lifecycle from concept and design through construction, commissioning, operations, and asset management.
James Peter Henry Tuller
Vice President - Scandinavia
James is an experienced project leader specializing in system completion, commissioning management, and infrastructure projects, with a background in land-based aquaculture. Currently serving as a Project Leader for System Completion at Lean Communications AS. He represents clients in large-scale projects, driving structured handover and coordinating multidisciplinary teams across contractors, suppliers, and operations. He is passionate about structured handover, sustainability, and delivering confidence from design through operation.
Jav Ebra
Vice President - Middle East
Jav is a senior Oil & Gas and Mining professional with 26+ years of international experience across mega LNG, offshore developments, FPSOs, and complex mining projects for leading operators such as QatarEnergy LNG, TotalEnergies, Chevron, INPEX, BHP, and OZ Minerals.
A globally recognized specialist in Handover, Completion, and Commissioning, he brings deep expertise in digital systems and tools, and has a proven track record delivering large EPC projects from construction through commissioning, start-up, and operations readiness. He is known for bridging engineering, operations, and automation, with strong capabilities in project governance, maintenance planning, and digital transformation.
Jason Miao
Vice President - North/East Asia
Jason is a dynamic and analytical entrepreneur in the energy industry with international experience across Canada, the Middle East, and Asia. Combining his Chinese Canadian background with global exposure, he brings a culturally aware and people-focused leadership style.
With hands-on experience in industrial megaprojects, he has a strong technical foundation and fosters team ownership while developing key skills such as negotiation and creativity.

Cecilia Turner
Executive Director, Operations & Communications
Cecilia is Executive Director, Operations & Communications at ICxA.
She oversees the Institute’s operations, governance support, and professional communications, including brand identity, publications, and the monthly newsletter. With experience working on capital projects from the consultant side of the construction industry, she brings a practical perspective to ICxA’s work and coordinates contributors, sponsors, and chapter leaders across its global network.

Executive Assistant to the Board
Ann is the Executive Assistant to the ICxA Board, dedicated to serving the membership community through exceptional administrative support and coordination. Her commitment and proactive assistance enable ICxA to effectively deliver on its mission of advancing Outcome Assurance leadership and industry excellence.
