Operating Partner Program
Help Organizations Put ICxA Standards Into Practice
Thank you for your interest in becoming an ICxA Operating Partner.
The ICxA Operating Partner Program is designed for qualified consulting, advisory, engineering, commissioning, operational readiness, and project delivery organizations that help clients operationalize ICxA standards within their organizations and project delivery processes.
ICxA standards provide the framework. Operating Partners help organizations turn that framework into practical governance, roles, workflows, evidence systems, stage-gates, assurance processes, and project delivery behaviours.
As an ICxA Operating Partner, your organization can support clients in applying ICxA standards in real project environments while contributing practical field intelligence back into the continuing development of the ICxA Body of Knowledge.
Complete the inquiry form below and a member of the ICxA team will contact you to discuss your organization, your implementation capability, and the next steps in the authorization process.
What Is an ICxA Operating Partner?
An ICxA Operating Partner is an authorized organization that helps owners, operators, project teams, and delivery organizations apply ICxA standards in practice.
Operating Partners work with clients to translate ICxA standards into organization-specific and project-specific implementation models, including:
- Project governance structures
- Commissioning and operational readiness frameworks
- Outcome assurance processes
- Stage-gate and evidence requirements
- Roles, accountabilities, and authorities
- Project delivery procedures
- Verification and assurance workflows
- Readiness and handover processes
- Internal capability development
- Practical implementation roadmaps
The role is implementation-focused. Operating Partners help clients move from understanding the standards to embedding them in the way projects are planned, governed, delivered, verified, and transitioned into operation.
This aligns with the emerging ICxA operating-partner model, where partners apply ICxA standards on live projects, help build practitioner capability, contribute field experience, and support structured feedback into ICxA’s standards-development process.
Why the Operating Partner Program Matters
Publishing a standard is only the beginning.
The real value of a standard is created when organizations apply it consistently across their project delivery systems, decision processes, governance structures, and project teams.
Many organizations know they need stronger commissioning, operational readiness, and outcome assurance capability, but they need expert support to make that transition practical. They need help interpreting the standards, adapting internal processes, training their teams, aligning stakeholders, and applying the framework across live projects.
ICxA Operating Partners help close that gap.
They support the practical operationalization of ICxA standards and help ensure that the standards are not treated as static documents, but as active tools for improving project outcomes.
The ICxA OPA model is specifically intended to bridge the gap between standard publication and real-world operationalization, with practical implementation experience flowing back into ICxA’s Advisory Council and Technical Committee as structured field intelligence.
Help Clients Build Outcome-Based Project Delivery Capability
Organizations are under increasing pressure to deliver projects that are not only completed, but ready, operable, reliable, safe, and capable of achieving their intended outcomes.
ICxA Operating Partners help clients build the internal capability required to support that shift.
This may include helping organizations:
- Assess current project delivery maturity
- Identify gaps in commissioning, operational readiness, and outcome assurance
- Align internal procedures with ICxA standards
- Define governance and accountability structures
- Establish outcome-focused stage-gates
- Integrate evidence requirements into project controls and assurance systems
- Improve readiness for startup, handover, and operational transition
- Embed lessons learned into repeatable organizational processes
- Support adoption across portfolios, programs, and major projects
The goal is not simply to introduce new terminology. The goal is to help organizations change the way they govern and deliver projects so that operational outcomes are considered from the earliest stages of delivery.
Who Should Apply?
The ICxA Operating Partner Program is intended for organizations with credible capability in project delivery, commissioning, operational readiness, assurance, governance, or organizational implementation.
Your organization may be a strong fit if you are a:
- Consulting firm
- Engineering consultancy
- Commissioning and startup specialist
- Operational readiness advisory firm
- Project assurance organization
- Project management or delivery consultancy
- Owner’s engineer
- Implementation partner
- Capital projects advisory firm
- Industrial, infrastructure, energy, or process-sector specialist
Applicants should be able to demonstrate relevant experience, qualified personnel, professional integrity, and the ability to support clients in applying standards in complex project environments.
What Operating Partners Do
ICxA Operating Partners may support clients across several areas of implementation.
Standards Operationalization
Operating Partners help clients interpret ICxA standards and convert them into practical organization-level and project-level processes.
This can include implementation plans, governance frameworks, internal procedures, stage-gate models, role definitions, responsibility matrices, evidence requirements, and assurance workflows.
Client Advisory and Implementation Support
Operating Partners work directly with client organizations to embed ICxA-aligned practices into project delivery systems.
This may involve supporting leadership teams, project teams, delivery contractors, operational stakeholders, and assurance functions as they adopt new ways of working.
Project-Level Application
Operating Partners may assist with applying ICxA standards on live projects, helping teams establish the governance, readiness, verification, and assurance structures needed to improve the likelihood of successful operational outcomes.
Practitioner Development
Operating Partners may help identify and support professionals pursuing ICxA membership, training, or credential pathways, contributing to the development of a stronger professional community.
Field Intelligence and Standards Feedback
Operating Partners may contribute structured feedback to ICxA based on practical implementation experience.
This field intelligence helps ICxA understand where standards are clear, where interpretation is needed, where new guidance may be required, and how the standards perform in live delivery environments. ICxA’s current OPA proposal describes this as a continuous value loop: ICxA sets standards, operating partners apply them in real projects, steering groups generate ground-truth feedback, and ICxA uses that feedback to improve the standards.
Benefits of Becoming an ICxA Operating Partner
As an ICxA Operating Partner, your organization may gain access to:
- Recognition as an authorized ICxA Operating Partner
- Use of the ICxA Operating Partner designation, subject to approval
- Alignment with ICxA standards, frameworks, and professional expectations
- Visibility with organizations seeking implementation support
- Access to current ICxA standards guidance and practice materials, where applicable
- Opportunities to support clients adopting ICxA standards
- Participation in structured field-intelligence and standards-feedback processes
- A stronger market position in commissioning, operational readiness, and outcome assurance
- Opportunities to contribute case studies, implementation learning, and practical insights
- Connection to ICxA’s broader professional community and standards ecosystem
Operating Partners gain institutional positioning and standards backing while helping ICxA learn from real-world implementation. The current ICxA partner model describes this mutual benefit clearly: ICxA gains a capable operating partner and field-intelligence channel, while the partner gains institutional positioning, standards backing, and market differentiation.
Program Integrity and Authorization
The ICxA Operating Partner designation is granted to organizations, not individuals.
Authorization does not make an Operating Partner a regional chapter, governing body, standards authority, certification authority, accreditation body, policy representative, or agent of ICxA. Operating Partners remain responsible for their own client delivery, professional advice, project services, deliverables, and client relationships.
ICxA retains sole authority over its standards, credentials, certification framework, membership criteria, public positions, governance processes, and Body of Knowledge. This distinction protects ICxA’s independence, standards integrity, certification impartiality, and not-for-profit professional mission.
This matters because the Operating Partner Program is designed to expand implementation capability without compromising ICxA’s role as an independent professional institute.
