As the founder of ICxA, Paul has championed Outcome-First Leadership, transforming the way projects are planned, executed, and delivered. He is passionate about developing the next generation of outcome leaders through mentorship programs, education, and advocacy for Outcome Assurance as a strategic leadership function.

Peter is a globally recognised authority in asset lifecycle management, with over 40 years’ experience enhancing critical infrastructure performance across Europe, Asia, and Australia. From the operational frontline of British Rail to shaping international policy, he has pioneered systems-led frameworks – aligning purpose, performance, and assurance from project inception through to operational excellence.  His work defines Outcome Assurance as the cornerstone of outcome-focused governance, enabling resilient, high-value social, economic, and environmental infrastructure systems.

Cecilia is Executive Director, Operations & Communications at ICxA.
She oversees the Institute’s operations, governance support, and professional communications, including brand identity, publications, and the monthly newsletter. With experience working on capital projects from the consultant side of the construction industry, she brings a practical perspective to ICxA’s work and coordinates contributors, sponsors, and chapter leaders across its global network.

Ann is the Executive Assistant to the ICxA Board, dedicated to serving the membership community through exceptional administrative support and coordination. Her commitment and proactive assistance enable ICxA to effectively deliver on its mission of advancing Outcome Assurance leadership and industry excellence.
