Outcome Assurance Manifesto

Why Outcome Assurance Matters

ICxA believes the future will be built by megaprojects, but only if those projects are accountable to more than scope, schedule, and budget.

The world does not need more completed projects that fail in operation.
It needs projects that work.

PMI frameworks help teams manage scope, schedule, and budget. ICxA standards govern whether the result actually works.

Too often, delivery ends when the last package is handed over, while the real question remains unanswered, did the project achieve what it was meant to achieve?

We reject that failure.

Outcome Assurance is the discipline of governing delivery to value.

It is the commitment to ensure that complex project deliverables are not merely delivered, but governed to a state where they are ready to perform, ready to integrate, and ready to deliver the outcomes they were created for.

We believe:

  • completion is not success
  • handover is not assurance
  • activity is not outcome
  • progress is not value

We believe leadership must extend beyond delivery.
It must continue governance until the result is real.

ICxA exists to define that standard.

We stand for a profession that does not stop at finishing the work, but insists on owning the outcome. A profession that is clear about what success means, rigorous about evidence, and unwavering in accountability.

In an era of energy transition, infrastructure renewal, and rising complexity, the future cannot be left to chance.

Projects must not only be delivered. They must be assured.

That is our purpose.
That is our discipline.
That is ICxA.
