ICxA standards are not written in isolation, and they are not finished at the point of publication. They are shaped by senior practitioners who have led commissioning, operational readiness, and outcome assurance on major capital projects around the world, and they are continuously tested against how they perform on live delivery.

Two connected bodies make this possible. The ICxA Standards Advisory Council governs, reviews, and endorses the standards. The Operational Project Architecture (OPA) Working Group applies them in the field and returns structured evidence of how they behave in practice.

Together they form a governed loop: expert consensus sets the standard, live projects test it, and field evidence returns to strengthen it.

Global Expertise Across Multiple Industries

The Advisory Council is a leadership forum of globally respected infrastructure and industrial leaders. Membership is by invitation, recognising careers defined by delivery integrity, governance maturity, and genuine accountability for operational outcomes.

Council members are drawn from across the world, reflecting ICxA regional governance in North America, Latin America and the Caribbean, Europe, Scandinavia, the Middle East, North and East Asia, Asia-Pacific, and Africa. They bring experience from the sectors where capital projects are hardest to govern: energy and power, oil, gas and process, mining and metals, transport and rail, water, data centres, manufacturing, and the wider built environment.

That breadth is deliberate. A requirement that works in one sector, one contracting model, or one regulatory environment is not a global standard. Council composition is structured so that every standard is stress-tested against different delivery models, commercial structures, regulatory regimes, and operating realities before it is released.

How the Council Reviews and Contributes

The Council is engaged across the whole life of a standard, not only at final approval.

• Setting direction. Identifying where the industry needs a standard, where existing practice is failing, and which gaps carry the greatest outcome risk.
• Technical review. Examining drafts clause by clause for technical accuracy, completeness, and alignment with the wider ICxA standards architecture.
• Challenge and validation. Testing whether requirements are practical to apply, auditable, and supported by evidence a project team can realistically produce.
• Sector and regional scrutiny. Confirming the standard holds across industries, jurisdictions, and delivery models rather than reflecting a single market.
• Consensus and endorsement. Resolving competing professional views and recommending release once the Council is satisfied the standard is sound.
• Ongoing stewardship. Reviewing field evidence after release and directing revision, clarification, or extension where the evidence supports it.

Council direction is carried into drafting by the ICxA Technical Committees, which convert strategic intent into clause-level content and return the result to the Council for review.

Operational Project Architecture: Where Standards Meet Delivery

What OPA Does

Publishing a standard is not the same as proving it works. The Operational Project Architecture (OPA) Working Group is ICxA operationalisation function. It translates published standards into practice on live capital projects and returns evidence of how they perform where it matters most.

OPA operates at the third tier of the ICxA standards architecture:

• Level 1, Governance Standards. The framework for outcome assurance across the asset lifecycle.
• Level 2, Execution Standards. The technical how-to across every phase of the commissioning and operational readiness lifecycle.
• Level 3, Operationalisation. OPA domain, where standards meet live delivery and field intelligence returns to strengthen the framework.

How Operational Feedback Returns to the Council

• Operationalise. OPA works directly with ICxA Operating Partners and industry organisations delivering major capital projects, applying ICxA standards, roles, and verification systems in real project conditions.
• Capture. Operating Partner Steering Groups embedded in live delivery gather structured feedback on how the standards perform: what works, what requires clarification, and where requirements can be strengthened.
• Feed back. OPA distils that field intelligence into structured submissions to both the Advisory Council and the Technical Committees, giving the standard-setting process an empirical, ground-truth evidence base.

The route back into governance is formal, not informal. The Chair of the Standards Advisory Council holds an ex-officio liaison role within OPA, so strategic field intelligence reaches the body responsible for standards governance through a defined channel while OPA operational independence is preserved. The OPA Liaison, who also chairs the ICxA Technical Committee, carries technical observations directly into the drafting body and ensures Operating Partners understand the technical intent behind each requirement.

Continuous Improvement by Design

The result is a closed loop rather than a one-way publication process. Standards are set through expert consensus, applied on live projects, observed in practice, and revised on evidence.

As the ICxA global footprint expands, the loop strengthens with it. Each new Operating Partner Steering Group adds another field intelligence channel feeding a common evidence base, so the standards become more robust and more actionable as adoption grows.

ICxA standards are not simply published and adopted. They are tested, observed, and refined through a governed feedback mechanism.
