Vision, Mission, Values
OUR VISION
To transform global infrastructure performance through Outcome Assurance-led governance – ensuring every capital project delivers purpose-driven results, lasting public value, and fully assured outcomes.
OUR MISSION
ICxA advances a global governance model for critical infrastructure – embedding outcome-first leadership, systems-based readiness, and socio-technical integration as core disciplines across the entire investment and delivery lifecycle.
OUR VALUES
Integrity
We lead with transparency, stewardship, and accountability in every decision, relationship, and commitment.
Outcome-First
We prioritize measurable, lasting public value – not activity, process, or traditional completion milestones.
Systems Thinking
We navigate complexity across interconnected systems to ensure coherence, readiness, and strategic alignment.
Leadership by Design
We elevate Outcome Assurance professionals as governance leaders – shaping decisions, integrating systems, and guaranteeing project outcomes.
Evidence-Led
Our practice is grounded in relational intelligence, lived experience, and demonstrable expertise – not convention or assumption.
Institute of Commissioning & Assurance
The Institute of Commissioning & Assurance (ICxA) is the international professional body for Commissioning and Outcome Assurance professionals.
ICxA develops Outcome Assurance knowledge, principles, and standards that strengthen the reliability, integrity, and performance of complex capital projects and operational transitions. The Institute promotes awareness of the value of structured outcome authorization, evidence-based readiness, and accountable leadership for individuals, organizations, governments, and society.
ICxA exists to advance the discipline of Outcome Assurance as a distinct and essential professional practice – ensuring that infrastructure, energy, industrial, and major capital projects achieve their intended outcomes safely, reliably, and sustainably.
The Institute supports professionals responsible for commissioning, operational readiness, system integration, startup, and outcome authorization across all sectors where failure carries significant technical, financial, or societal risk.
ICxA is a not-for-profit professional body. It is governed in the public interest and committed to independence from commercial, contracting, and trade interests. Its standards and certifications are developed to strengthen governance clarity, improve outcome predictability, and elevate professional accountability across the project lifecycle.
The Institute exists not only to serve its members, but to strengthen public confidence in the delivery and long-term performance of critical infrastructure worldwide.
