Who is Outcome Assurance For?

For Individuals (Outcome Assurance Leaders)

These levels recognize a person’s ability to lead, implement, and institutionalize Outcome Assurance across projects.

Level 1: Awareness – Understands the principles of Outcome Assurance and why it matters. Can identify gaps in traditional project execution.

Level 2: Practitioner – Applies Outcome Assurance on a project using ICA frameworks. Participates in aligning project goals to execution strategy.

Level 3: Leader – Leads Outcome Assurance initiatives across entire projects. Drives alignment, oversees integration, and ensures readiness.

Level 4: Authority – Designs and embeds Outcome Assurance across a portfolio or enterprise. Coaches teams and improves systemic project performance.

For Projects (Outcome Assurance Projects)

This rating is used to certify how well a project has implemented Outcome Assurance from planning to delivery.

Level 1: Reactive – Project follows traditional methods. No integrated assurance or alignment to operational outcomes. Risks are identified late.

Level 2: Coordinated – Some alignment to outcome goals. Construction, commissioning, and readiness activities are partially planned and sequenced.

Level 3: Proactive – Outcome Assurance is intentionally embedded. Project is aligned from start to finish, and readiness is tracked in real time.

Level 4: Assured – Project is fully assured. All phases are linked to the end goal. Systems are tested, people are ready, and performance is achievable on Day 1.

For Organizations (Outcome Assurance Certified Companies)

These levels recognize a company’s ability to deliver or support outcome-assured projects consistently across their portfolio.

Level 1: Explorer – Aware of Outcome Assurance. May have champions but lacks formal systems or governance for it.

Level 2: Aligned – Has adopted Outcome Assurance for select projects or clients. Has internal playbooks or pilot initiatives.

Level 3: Embedded – Outcome Assurance is embedded in governance, bidding, execution, and delivery. Has trained personnel and an aligned supply chain.

Level 4: Authority – Sets the standard. Promotes Outcome Assurance externally. Has proven track record of on-time/on-outcome project delivery. Often mentors other companies or works with ICxA.

Outcome Assurance Levels provide a clear, standardized way to measure and certify the maturity of individuals, projects, and organizations in delivering successful outcomes.

Individuals are certified based on their ability to lead and implement Outcome Assurance practices, from basic awareness to enterprise-level leadership.

Projects are evaluated and rated on how effectively they align all phases – from planning to startup – to deliver operational readiness and measurable results on Day 1.

Organizations are are recognized for their ability to consistently deliver outcome-assured projects, with systems, culture, and leadership fully aligned to project success.

These levels form the backbone of ICxA certification programs, help establish credibility, and create a shared language of leadership maturity across capital projects. They also serve as a differentiator in procurement, talent development, and performance management.
