Each level reflects a measurable commitment to delivering capital projects on-time, on-budget, and fully ready on Day 1.

Individuals: Certified Through Training and Experience

Individuals earn Outcome Assurance certification through a structured combination of expert-led training, applied methodologies, and rigorous assessment, ensuring they master the principles of governance-driven, evidence-based assurance:

Formal Training based on the ICA Global Commissioning Standard and Outcome Assurance Framework.

Practical Experience applying outcome-first principles in real world projects.

Assessment & Certification to verify competence at each level – from awareness to leadership.

Each level builds on the last, moving from understanding the principles to leading and embedding Outcome Assurance across organizations and portfolios.

Projects Certified Through and Outcome Assurance Audit

Projects are evaluated through a structured Outcome Assurance Audit, which assesses:

Alignment of vision, planning, and execution with the desired outcome.

Integration of installations, system-level verification and validation, and operational readiness

Leadership accountability for outcome – not just task delivery

Projects are rated from Level 1 (Reactive) to Level 4 (Assured), based on documented evidence, readiness reviews, and on-site verification.

Companies: Certified Through Organizational Maturity Review

Organizations earn Outcome Assurance certification through a maturity assessment process that includes:

policy and governance review to assess integration of Outcome Assurance in business and operational systems

Project sampling to verify application across the portfolio

Leadership interviews to evaluate culture, accountability, and continuous improvement

The organization is awarded a level from Explorer to Authority based on its ability to consistently deliver outcome-aligned projects – and support others in doing the same.

Certification that Signals Project Leadership
